“At the same time, several Council of Europe documents suggest that there is room for further improvement. In particular, the CoE Information Disorder Report 2017 made a number of recommendations directed at governments, education ministries, media organisations, technology companies and civil society to address the challenges posed by the increasing mis-, dis- and mal-information and their impact on democratic processes; and the CoE Election Study 2017 concluded that the current regulatory framework no longer suffices for maintaining a level playing field for political contest and for limiting the role of money in elections, and it suggested a number of measures to remedy this situation.”
