To face the challenges posed by the use of digital technologies to “electoral democracy”, “deliberative democracy” and “monitory democracy”, the Joint report included several recommendations to be taken from an interdependent and global perspective. It stressed in particular that “the borderless nature of the internet and the private ownership of the information highways render the current challenges to democracy and electoral processes particularly complex. International cooperation and involvement of the relevant private actors are therefore indispensable to face these challenges and to ensure the right to free elections and the functioning of democracy in the future.”
