In this area which is subject to extremely rapid technical developments and to newly emerging threats to the right to free and fair elections, a constant review and update of laws and available tools for their effective implementation is necessary. At the same time, it is crucial that legal solutions balance between the right to free elections and other fundamental rights such as freedom of expression and data protection as highlighted above under the previous principles.
