Finally, in a mature and full democracy the media must guarantee freedom of expression and be transparent to the public that listens to it, sees it, or reads it. Therefore, the Venice Commission has recommended to promote greater quality in journalism, by strengthening of news accuracy and reliability, enhanced engagement with the audience, strengthening of public service media and local media, and empowering self-regulation with an added focus on transparency of online news and their circulation.
