Prior to the drafting of the aforementioned amendments, a set of earlier amendments essentially proposed to circumscribe the right of boycotting parties to receive state funding. Those draft amendments were reviewed by the Venice Commission and the ODIHR which concluded that the proposed amendments are an excessive and disproportionate measure that restricts political pluralism and limits the rights of the opposition. They advised against the adoption of the amendments; the draft is still pending in parliament. Some of the draft amendments that are being assessed under this Joint Opinion are directly related to the draft amendments related to state funding entitlement.
