A wide range of models for the formation of election-administration bodies has emerged in OSCE participating States, including central election administration bodies that are based on multi-party representation. The membership of lower-level commissions generally replicates the principle followed in the establishment of the central commission. The main value of setting up the central election management body based on multi-party representation is to strengthen confidence and transparency in the process by allowing major political interests to take part in the administration of the election. The key assumption is that major political interests contesting the election should be able to identify professional publicly respected individuals, who, regardless of their political affiliation, will be able to implement the legal framework in a collegial and consensual manner, in accordance with both the spirit and letter of the law.
