In addition, unrevised deadlines of two days for submission of complaints to the DECs, two days to lodge an appeal to a first instance district/city court, and one day for submission to an appeal court also fall short of the above-noted international good practice. The provisions also maintain a two-day time-limit for the first instance court to adjudicate election cases which for some matters, depending on their complexity, would be insufficient time to conduct a thorough review and investigation. More than a two-day period for submission and adjudication of complaints and appeals would allow claimants to better prepare the cases and for the courts to provide more effective resolution.
