The main amendments include the possibility to hold local elections in parts of the country during an emergency situation, if the emergency affects the country only partially (Article 7 para 3). Such amendments would have an impact on campaigning in national media. If the local elections are not held at the same time, the situation and political discussions in the areas ahead of local elections will be discussed more widely in the media.
