The system outlined in Articles 99 et seq. provide for one closed national list for each party and alliance. This proportional system includes some departures from strict proportionality and equality of the ballot. Moreover, the proposal to abolish the territorial candidate lists and concentrate on one national list reduces regional inequalities in the value of the ballot.
