The newly proposed system keeps the requirement that parties have a minimum of 80 candidates in their lists. This measure was justified by some interlocutors during the online meetings held on 8-9 April 2021 as a way to deter frivolous parties from contesting the elections. However, this figure should be reconsidered as it appears to make it more difficult for small parties to participate in the contest. Such a restriction might be thus disproportionate and difficult to be justified.
