Concerning the potential effects of a second round on the results of the first round and overall on the proportionality of the system, the second round appears not to have an impact on the result of the first round. According to Article 102 Part 4 read in conjunction with Article 100, the winner of the second round will receive additional mandates until the legal requirement of 52% is reached. This is achieved by increasing the overall number of mandates (the Constitution only provides for a minimum number of seats). The draft law may benefit from clarifying the status of the election results of the first round in relation to the second round and the consequences for the parties not taking part in the second round.
