Article 99.4 provides a formula for giving opposition parties additional mandates if one party or alliance gets a large majority. This formula is proposed to be amended by reducing the threshold for small parties from 4% to 2% in those circumstances. This is a welcome change as it allows for more diversity of parties rather than simply giving extra seats to those parties which exceeded 4%.
