Donation rules are to be backed up by new administrative infringements. New rules on charity events in Article 24 will close a possible loophole. The rules on the use of the election fund have been tightened up. Left over funds are returned to the party rather than to the state budget. Proposed Article 28.2(2) reduces the threshold for returning electoral deposits to 2%, instead of 4% that the current Electoral Code prescribes, therefore implementing an outstanding recommendation.
