In line with the recommendation in the 2016 Joint Opinion, Article 32 expressly states that the Oversight and Audit Service is independent from electoral commissions and its head has an independent position. The deadlines for submitting reports to the CEC have been increased from 2 to 7 days, which should allow for a meaningful audit. Following the recommendations from the 2016 Joint Opinion, the amendments allow the Oversight and Audit Service to demand from both public institutions and private entities relevant information for carrying out the audit.
