Article 25 (Article 23 of the current Code) establishes new guarantees of the neutrality of public powers by defining exhaustively what administrative resources are and by prohibiting their use during the organisation and conduct of election campaigns. The same article also increases the categories of persons who hold public positions or public service positions and who are not allowed to participate in the electoral campaign.
