This urgent joint opinion was issued pursuant to the Venice Commission’s Protocol on the preparation of urgent opinions (CDL-AD(2018)019) on 21 May 2021. It was endorsed by the Venice Commission at its 127th Plenary Session (hybrid, 2-3 July 2021).
