The first Joint Urgent Opinion commented on a range of other issues dealt with by the initial draft amendments, which were related to the prevention of misuse of administrative resources, regulation of election day “agitation” and protection of voters from influence or bullying close to the polling station, amendments to protocols of polling results and conducting recounts, complaints and appeals, the local election system, as well as electronic voting and counting. Most of the draft provisions on these issues have been kept in the revised draft amendments. Therefore, in such cases, the corresponding remarks and recommendations made in the first Joint Urgent Opinion are still valid and remain to be addressed.
