Reference is made to the law governing the financing of political activities (see, e.g., Articles 26.2 and 31.2, which makes a general reference to this law). In this opinion, the Venice Commission will not address the conformity of that law with international standards, nor examine which of its provisions should be applied in conformity with Article 31.2 of the draft law. Rather, the opinion will focus on some specific issues to be found in the draft law.
