The 60-days deadline from the day of the referendum to the adoption of the act, established in Article 39, seems too short, particularly when it requires a parliamentary procedure for the approval. The Venice Commission recommends extending this deadline. Moreover, the draft law does not provide for sanctions in case the deadline is not respected. This could be considered.
