As the constituencies are listed in the Annex of a cardinal law, a majority of two thirds is required for each change. The Venice Commission and ODIHR had recommended in their 2012 opinion not to provide for such a rigid regulation, which makes the necessary adaptation of the delimitation of constituencies to demographic evolution, for ensuring equal voting powers, dependent on a political decision. This concern proved justified, since the necessary albeit limited redrawing imposed by national law due to a deviation from the average number of inhabitants among constituencies of over 20 percent was not adopted more than one year before elections (as is required by the law).
