Section 29 of the Act introduces in Section 137(3) a requirement that after an election, any candidate who did not win a mandate be removed from the candidate list and withdraw their nomination in writing. This measure precludes the possibility to deem other list candidates elected in cases where an elected party list candidate resigns or dies. The Venice Commission and ODIHR recommend reconsidering this amendment.
