Composition of a municipality representative body – Sakrebulo and the limits of majoritarian districts  


1. Compositions of the self-governing communities and Sakrebulos of the self-governing cities (except for Tbilisi city) elected through the majoritarian and proportional electoral systems shall be defined by Annex No 1 to this Law.


2. In the administrative centre of a self-government community where the number of voters does not exceed 7 000, 1 member of Sakrebulo shall be elected through the majoritarian electoral system. In the administrative centre of a self-government community where the number of voters is more than 7 000 but does not exceed 14 000, 2 members of Sakrebulo shall be elected through the majoritarian electoral system. In the administrative centre of a self-government community where the number of voters is more than 14 000, 3 members of Sakrebulo shall be elected through the majoritarian electoral system. The number of voters provided for by this paragraph shall be defined as of the 1st of May of the election year of the municipality bodies.


3. For the elections of the municipality representative body – Sakrebulo, local majoritarian electoral districts shall be set up within self-governing communities (except for the administrative centres of the communities) and their names and limits shall be determined by Annex No 2 to this Law, and the numbers for the local majoritarian electoral districts shall be determined by an ordinance of a respective DEC.


4. The local majoritarian electoral districts shall be set up in the self-governing cities (except for Tbilisi city) and in the administrative centres of the self-governing communities, and their limits, names and numbers shall be determined by the respective DECs not later than the 1st of August of the election year of the municipality bodies, and for the elections of Tbilisi city municipality Sakrebulo, the names and numbers for 10 local majoritarian electoral districts, whose limits coincide with the administrative limits of 10 districts of Tbilisi city, shall be defined by the CEC.
