The Explanatory Note highlights that the non-collaborative and non-transparent manner in which the regional civil-military administrations produced their conclusions on the impossibility of holding the 2020 local elections in certain territories “negatively affected the voters’ trust levels for government decisions that directly affect their constitutional rights.” In this respect, the need to enhance public legitimacy of decisions on security issues in relation to the holding of elections in certain territories is explicitly acknowledged in the Explanatory Note.
