The key amendment consists in transferring the power to make a decision on the impossibility to hold an election/voting in certain territories from the CEC to the NSDC, whose decisions are put into effect by decrees of the President of Ukraine. In other words, the decision-maker would be a national political body, while under the current law regional executive bodies are involved (civil-military administrations). The stated rationale for this move is the limited capacities of the CEC to assess the security situation, its reliance on the opinions of the regional civil-military administrations which might be subject to conflicts of interest, and the idea that the final assessment of such a fundamental question should be assigned to a political body at the national level.
