(1) The election commission shall have a quorum if more than half of the members who have taken the oath or affirmation are present.
(2) The polling station commission and, in a settlement with a single polling district, the local election commission exercising the powers of the polling station commission shall have a quorum if at least three members are present.
(3) For the purpose of establishing the quorum, a member of the National Election Commission who was delegated by the national self-government of a national minority shall be taken into account only with regard to matters affecting national minorities.
