(1) A first-instance resolution adopted by the election commission shall become final and binding if no appeal is filed against it and the time limit for appealing expired.

(2) A second-instance resolution adopted by the election commission and a first-instance resolution adopted by the National Election Commission shall become final and binding if no application for judicial review is filed against it and the time limit for filing an application for judicial review expired.
