The Venice Commission and ODIHR welcome certain positive steps: the decrease of the election threshold from 10% to 7% as well as a new arrangement facilitating the participation of visually impaired persons in elections. The two changes both correspond to recommendations made in previous opinions and ODIHR election observation reports. The election threshold remains, however, among the highest in Europe even after its decrease.
