An inclusive process is particularly important when fundamental elements of electoral law are at stake, including the electoral system and membership of election commissions, which were both modified by law No. 7393. A speedy adoption of amendments to electoral laws not leaving sufficient opportunities for an inclusive discussion of such amendments within Parliament as well as with the general public would be at odds with such recommendations and OSCE commitments.
