In view of Article 67(7) of the Constitution, the amendments would not affect any elections held before 6 April 2023. They shall however be fully applicable during the next general (presidential and parliamentary) elections, which are scheduled to take place on 18 June 2023. The revision of electoral legislation one year before elections is still in line with the recommendation enshrined in the Venice Commission Code of Good Practice in Electoral Matters, according to which “the fundamental elements of electoral law, in particular the electoral system proper, membership of electoral commissions and the drawing of constituency boundaries, should not be open to amendment less than one year before an election, or should be written in the constitution or at a level higher than ordinary law”.
