The two main principles underpinning the electoral system in Türkiye are the principles of fair representation and of stability of government. The Information Note states that these principles “are extremely difficult to fulfil at the same time and rate and (…) different in terms of purpose” (para. 4). While this may be at instances true, States must always seek to find a reasonable balance between the two principles and may not disproportionately favour one at the expense of the other.
