In their 2018 opinion, the Venice Commission and ODIHR recommended “the current electoral threshold for the election of Parliament to be reconsidered”. Article 1 of Law No. 7393, lowering the electoral threshold from 10% to 7%, is a step in the right direction and has to be welcomed. The Venice Commission and ODIHR encourage the Turkish authorities to consider, after an extensive public debate, the possibility of decreasing the threshold even further.
