The condition appears disproportionately restrictive as the failure to conduct a congress of a smaller branch of a party may deprive it of the right to participate in nationwide elections, in particular provided that in line with Article 80 of the Constitution, MPs “shall not represent their own constituencies or constituents, but the nation as a whole”.
