The Venice Commission and ODIHR therefore recommend that the law makes clear that it does not introduce changes to the conditions for eligibility of political parties to participate in the elections that de facto are not possible to meet in the time between adoption of the amendments and the next election and therefore potentially make some parties ineligible.
