According to the new paragraph added to Article 33, “in the local administration elections (…), the updating procedures shall be carried out on the voter registers created three months before the start date of the election according to the residential address” (Article 8 of Law No. 7393). The authorities explained that such a provision shall prevent instrumental changes of addresses in the last months preceding the elections that could contribute to the distortion of the electoral results in certain localities. Even if this could in practice disenfranchise some voters who have moved far away from their former place of residence, this would not go against international standards. The precise timing of this period, with respect to the update of the register and submission of extracts to local election management bodies, should however be clarified.
