As mentioned earlier, these attacks amount to an interference with several fundamental rights guaranteed by the ECHR and other international human rights instruments. They may be carried out by governments, political parties/candidates, foreign powers and private actors. In this respect, it needs to be stressed that under the ECHR states have a positive obligation to ensure free and secure elections and to guarantee human rights such as the right to private life and the freedom of expression.
