On 25 June 2019, the Russian Federation sent the credentials of the members of its delegation to the Parliamentary Assembly. The Committee on Rules of Procedure, Immunities and Institutional Affairs was seized by the Assembly with a report on the challenge, on procedural grounds, of the credentials of the delegation of the Russian Federation. One of the grounds of the challenge related to the fact that the delegation was appointed by a parliament whose legitimacy might have been compromised by incorporation of a part of the Ukrainian sovereign territory into Russian federal constituencies. The credentials of the Russian delegation remain challenged on procedural grounds until the opening of the 2020 session, when all member States will have to submit the credentials of their new delegations.
