It is undisputable that the individuals residing in the annexed territory are entitled to continue to participate in the elections of the State to whom the territory lawfully belongs, whose nationality in principle they maintain from the standpoint of international law. The annexing State therefore has the primary obligation to remove the illegality of annexation and to restore the inhabitants’ effective voting rights in the elections of the territorial State.
