In the absence of respect for the preconditions for meeting the principle of free and fair elections (see paras. 21 and 33 above), the organisation of elections in an annexed territory not only does not cure the illegality of the annexation, but also fails to meet the obligation to secure the enjoyment of the right to free and fair elections of the population of the annexed territory.
