The revised guidelines make it clear that, while secret suffrage is not only a right, but also a duty, this duty does not extend outside the polling station, as it does not restrict the voters’ right to express their view outside the polling station. Sanctions against the violation of the secret ballot could be related to e.g. taking photos of one’s ballot paper in the polling booth and publishing them or showing them to others afterwards.
