The Constitution of Moldova was adopted in 1994 and last amended in 2016. It guarantees the principles of the rule of law, the conduct of democratic elections, the protection of human rights, and fundamental freedoms to all citizens on an equal basis. Citizens enjoy the right to “free elections which are periodically conducted by way of a universal, equal, direct, secret and freely expressed ballot” (Article 38). The Constitution enshrines the principle of primacy of international regulations over domestic law in the field of fundamental rights (Article 4).
