The legislative changes envisaged in the draft Code include a number of welcome developments. These include measures to clarify the procedures for voting abroad, strengthening of the campaign funding regulations and the CEC’s mandate to engage in meaningful control and supervision of political and campaign financing, and increasing the capacity of district councils by making the position of their chairpersons permanent.
