Article 61(8) determines that voters may declare a change of their home address (domicile) up to 30 days preceding national elections or a referendum. The provision no longer includes local elections, where the length of the residency requirement is longer (at least three months of permanent or temporary residence in a given locality), which is a reasonable safeguard for the integrity of local elections and in line with international good practice.
