Under Article 16(3), the list of public officials who must suspend their service and official functions during candidacy is extended to include additional high-ranking officials in the government, deputy heads of central public authorities and secretaries of the local councils. These restrictions seek to eliminate potential conflicts of interest and undue advantages in campaigning, in line with an ODIHR recommendation to enforce the separation of official functions and party activity of public dignitaries.
