Voter identification documents are limited to citizen identity cards, provisional identity cards and passports, with service ID or sailor's cards no longer allowed. In addition, voting arrangements for students have been clarified to apply both in the parliamentary and presidential elections as well as in the republican referendum (Article 78(4)). These changes provide a unified approach in all national elections and referendums, and the latter addresses a previous ODIHR recommendation.
