The rules for recording counting and tabulation results remained largely unchanged. Results protocols prepared at PEBs and DECs must be signed by all the members, respectively. The absence of signatures, in principle, will not affect the validity of the protocol "unless the number of signatures is below the absolute majority" (Articles 83(3) and 84(3)). However, the draft Code does not specify how the protocols will be treated if the absolute majority is not reached. The draft text could be amended to clearly regulate this important element.
