In conclusion, the Venice Commission is of the opinion that the proposed system of selection of the members of the INEC and of the judges of the Electoral Tribunal does not provide sufficient guarantees of their independence and impartiality; in particular, the election of members of INEC and judges of the Electoral Tribunal by popular vote is not consistent with the existing electoral standards and best practices.
