The present review does not present an exhaustive overview of shortcomings in the implementation of the current legal framework. The Venice Commission and ODIHR nonetheless stress that the suggested improvements in the legal framework should be accompanied or promptly followed-up by decisive improvements in implementation. For the rest, they will refer to the reports on the observation of elections, and they recommend following their recommendations. It will belong to the Parliamentary Assembly to make the political assessment of compliance of Serbia with its commitments towards the Council of Europe.
