The first type of issue is outside the scope of electoral legislation. However, consideration should be given by the authorities to adopting legislation to ensure transparency of media ownership, and to provide for objective criteria regarding the distribution of public resources to the private media, not only through subsidies but also through institutional advertising. Measures need to be introduced to permit uninhibited access of media to the advertising market and full freedom to generate income through commercial advertising contracts with private entities.
