Thirdly, in addition to these two bodies, within the Parliament, there is also the Election Campaign Oversight Board (ECOB), composed of members nominated by parliamentary groups. This body can issue warnings and initiate proceedings through the REM. The legal framework regulating its formation and its mandate is vague and needs revision to ensure clarity as to the deadline of its creation, the division of tasks with other entities, and the scope and mechanisms for the realisation of the mandates. While during the April 2022 elections, the ECOB considered some notifications from NGOs and findings by the REM media monitoring, it did not initiate any proceedings with the relevant authorities to address any potential violations.
