The APC may initiate additional audits, issue warnings, and launch misdemeanour or criminal proceedings ex officio or upon complaints, leading to financial sanctions. However, the election observation reports have pointed out that the APC did not effectively respond to potential violations; and that most of its decisions on complaints were not duly substantiated, while some rejections were adopted in the form of conclusions rather than administrative decisions, which did not allow appeals, contrary to international standards and OSCE commitments.
